Five districts in Acholi sub region have failed to account for 800 million shillings of the Parish Development Model (PDM) Funds meant to fight poverty among the local population.
They are the districts of; Agago, Kitgum, Gulu, Nwoya, Amuru
Agago has failed to account for (49m) whereas Kitgum district failed to account for (417m), Amuru (113m), Nwoya (208m) and Gulu district also failed to account for 9.5m,
Ojok Leonard Opiyo, the Agago LCV chairperson, told The Ankole Times that, the implicated officials from Agago district should be tasked to refund the money since it is meant for the local population.
In August 2022, fourteen technical staff of Kitgum district local government were arrested including the Chief Administrative Officer, Mr. Musis Joel for misusing the Parish Development Model funds.
RDC William Komakech has been interdicted on the order of The minister for presidency, Mrs Babalanda Babirye Milly since he is suspected highly to have connived with the technical staff to defraud government of the PDM Funds in Kitgum.
Recently, Nwoya District Chief Administrative Officer (CAO) Mr Richard Gabriel Atama ordered some staff implicated in misusing the funds to quickly refund the money.
In a bid to curb the embezzlement of the PDM funds, the government will start disbursing the revolving funds directly to Sacco group accounts.
The PDM revolving fund was sent to the District Local government accounts for disbursement to the benefitting Sacco groups at the Parish level earlier last month.
Therefore, each parish was supposed to receive 17 million Shillings each in Sacco’s account and therefore is a parish revolving fund out of the 180 billion Shillings budgeted for by the government of Uganda to reach the parish level correctly.
The parish Development Fund is a grant from the government to SACCOs that is meant for lending to identified income generating activities in the sector of production, marketing, and storage of agricultural products including related fields of production as stipulated in the guidelines of PDM.
