The Parish Development Model is set to fail just like all other NRM’s Poverty alleviation programmes have miserably failed

Since 1986 when Gen. Yoweri Museveni captured power, he sought to end youth unemployment and reduce poverty amongst Ugandans, many welcomed him and hoped that he would work to improve the situation.

Ever since, there have been various efforts, assumed to be geared towards improving people’s livelihoods and reducing poverty to a certain degree.

However, the biggest percentage of Ugandans still live in poverty, many in such dire conditions to the point of starving to death..

The NRM Gov’t has completely and miserably failed to create jobs for Ugandans which has led to high unemployment levels amongst the youth in Uganda. As of 2022, more than 80% of the youth of working age are unemployed and more than 85% of University graduates cannot find a job many years after graduation.

The various failed attempts by Mr. Museveni at poverty alleviation started with the Rural Farmers’ Scheme in the early 1990s, then Entandikwa scheme, Bona Bagagawale (prosperity for all), NAADS, Operation Wealth Creation (OWC), Emyooga and other such shady and shoddy programs. Not forgetting the Youth Livelihood Programme (YLP) and Uganda Women Entrepreneurship Program (UWEP).

After all these failures, one would think that Mr. Museveni and his NRM government would seek a new solution because every Ugandan understands that all these programs have failed mainly due to the mistake of letting corruption set a stranglehold in the country.

Public servants in charge of the programmes always embezzle the insufficient funds allocated to the programmes. In many cases, corruption has become a deliberate tool of governance. People who steal public funds are beholden to the regime which guarantees their safety. Indeed, many corrupt people join politics and seek to promote the regime because that is one way of ensuring that they not held accountable.

Therefore, questions from the public persist: Who is in charge of the Parish Development Model? Are they the same thugs that looted the previous programmes? What is being done to prevent corruption(bribes) to access the Parish Development Model money? Is Parish Development Model sufficiently funded to make a real difference? What exactly is the theory of change that the Parish Develoment Model relies on and is it valid?

Should we expect different results from the Parish Development Model (PDM) yet the same thugs that looted the previous programmes are the ones managing the Parish Model? the answer is a big No.

Only time will tell. Just watch the space
