Gulu Launches Operation Harmony to Address Cattle Trespassing and Enforce Fencing

In a strategic move to address security concerns and adhere to Presidential directives, the Gulu District Security Committee (DSC) initiated the operation “Harmony” on Monday, November 20, 2023. The impetus for this action stemmed from directives issued by the President during his visit to Okidi Village in Amuru District on November 3 of the same year.

Following an email from the Minister for Presidency, Hon. Milly Babalanda, dated November 16, 2023, instructing the DSC to convene a meeting and appreciate the implementation plans outlined by the Minister for Northern Uganda, Hon. Grace Freedom Kweyocwiny, DRDC Cosmas James Okidi chaired the ensuing security meeting.




DRDC Okidi emphasized the operation’s focus on cattle keepers with unfenced farms. The guidelines stipulate that farms must have four lines of barbed wire for those keeping cattle and chain link fencing for those grazing goats. “This operation will be conducted peacefully and within the confines of the law,” cautioned DRDC Cosmas James.




The committee plans to engage cattle keepers from three sub-counties in Palaro on Thursday, November 23, 2023. During this meeting, participants will be informed about the implementation process, including the establishment of holding grounds for existing animals. Additionally, a market will be identified for those interested in selling their animals.




Regardless of whether the land is government-owned, individuals are required to vacate immediately, irrespective of the presence or absence of a fence. His Excellency, the President of the Republic of Uganda, directed three key officers—the 4th Division Commander in Gulu, the Regional Police Commander, and Minister for Northern Uganda Hon. Grace Freedom Kweyocwiny—to spearhead the implementation of Operation Harmony in the Acholi, Lango, and West Nile regions.
