The Deputy Defence Spokesperson and Co-ordinator of Communications for “Operation Harmony,” Colonel Deo Akiiki, has given nomadic pastoralists (Balaalo) in Northern areas an ultimatum to adhere to the provisions and rules in an effort to enforce compliance with Executive Order No. 3 issued by President Yoweri Kaguta Museveni, . The operation, aimed at checking compliance, recently inspected two cattle farms in Palaro Sub-county, Gulu district.
Colonel Akiiki emphasized that the ultimatum had already passed, and forceful eviction measures were now being implemented for those who failed to comply. Cattle belonging to non-compliant individuals would be confiscated and moved to the government-owned livestock market at Corner Ader. The livestock market currently houses over 416 heads of cattle.
During the operation, the inspection committee also addressed environmental concerns outlined in the Executive Order. Colonel Akiiki urged people to refrain from environmental degradation practices, including unauthorized tree cutting.
District Veterinary Officer Alfred Opiyo explained that non-compliant individuals would have their cattle moved to the designated government facility. Since the operation’s commencement, 258 cattle have been relocated across Karuma under the escort of the UPDF and Police.
The provisions of Executive Order No. 3 include strict guidelines for fencing, land allocation per head of cattle, all-around fencing, restrictions on livestock on government land, and the necessity of water inside the fenced kraals. Failure to meet these standards may result in the confiscation of animals, with their return contingent upon compliance.
The operation involved collaboration between the 4 Infantry Division, representatives from the Uganda Police Forces, district leaders, local leaders, and other participants. One individual found cutting trees in violation of the executive order was arrested and handed over to the police.
