Hon. Loydah Muhimbura Named the Best Performing Councillor in Greater Ankole for the Ending Year 2023

In an exclusive report by Ankole media activists, Hon. Loydah Muhimbura, also known as Gamba Nokora, a representative of Rubaya Subcounty in Mbarara District council, has been named the best-performing councillor for the ending year 2023 in the whole of Greater Ankole Subregion.

The report focused on several factors, including:




  1. How councillors represented their respective subcounties in the district councils.
  2. How councillors influenced government projects to be channeled to their areas of representation.
  3. How councillors built personal relationships with voters since the time of elections.
  4. How councillors championed the implementation of government programs like PDM, Emyooga in their subcounties.
  5. How councillors supported their communities in social life and community developments.

The analysis compared all the district councillors in the 13 districts of Greater Ankole subregion.




Independent research discovered that in March 2023, Hon. Loydah donated 200 hospital beds to Rubaya Health Center III, which significantly ranked her high in fighting for the lives of the people she represents.




The research also found that earlier this year, Hon. Loydah wrote a letter to UTL addressing the challenge of poor networks in Rubaya Kashari. In response, UTL built a mast in Rubaya that improved the network.

When investigating how Rubaya accessed piped water, it was found that Hon. Loydah wrote a letter to the Ministry of Water and Environment addressing the challenge of water crisis in Rubaya and Kashari. As an immediate response, in April, the Ministry of Water donated a water project worth billions of shillings to provide piped quality water to the people of Rubaya Subcounty.

Hon. Loydah has been documented in Mbarara district council meetings raising concerns affecting the people of Rubaya and Mbarara district as a whole.




The people of Mbarara district attested to how Hon. Loydah gave them cows, pigs, and capital to start small projects that could help them get out of poverty. The Hon. did this to supplement the government programs already in place.

While our investigators have not reached Hon. Loydah to hear from her directly, all the information mentioned above is backed by evidence from the people of Rubaya and Mbarara district.

This conclusion draws on the acknowledgment that Hon. Loydah is the best-performing councillor in Greater Ankole subregion.
