Controversy Erupts as IGG Lifts Interdiction of Obongi Staff Amidst Corruption Allegations

Obongi, Uganda:  There are mixed reactions from members of the public and some leaders in Obongi district as the Inspectorate of Government (IGG) has lifted the interdiction of four Obongi district local government staff, who were interdicted on August 8, 2022, by the Deputy IGG.

In a letter dated December 12, 2023, written by Deputy IGG Anne Twinomugisha Muhairwe to the Obongi Chief Administrative Officer (CAO), it clearly spelled out the lifting of the interdiction of four Obongi district staff. The individuals involved are:




  1. Rasul Gobe, Senior Human Resource Officer
  2. Adaku Alfred, CFO
  3. Madrwa William, Senior Procurement Officer
  4. Eberukus Pius, Sub-county Chief of Gimara Sub-county Local Government

The trio were interdicted in reference to the IGG communication of August 8, 2022, in which Deputy IGG Anne Twinomugisha directed the CAO of Obongi district to interdict the four district staff, whose fate of interdiction has now been uplifted.




In the Deputy IGG’s letter to the Obongi CAO dated December 12, 2024, which Ankole Times has a copy of, it reads, “Investigation into the allegations of abuse of office, embezzlement, conspiracy to commit a felony, and fraudulent false accounting by the above officials were concluded. As a result, a total of UGX 100,378,920 was transferred to the office of the Director of Public Prosecution (DPP) Asset Recovery Account held at the Bank of Uganda in March 2022. This amount included the UGX 11,861,995 that the district has been directed to remit to the IG Asset Recovery Account held in the Bank of Uganda via the letter dated April 1, 2022.




In view of the repayment of the funds that were embezzled and falsely accounted for, IGG directives for the interdiction of the four Obongi Staff were vacated with immediate effect.

In an interview with our reporter, the RDC Obongi wondered why such corruption cases were handled in style in the district by the IGG without allowing the suspects to face the court of law. He urged the new OC CID ASP Adriko Ronald to do his work independently, compared to the former CID who was a center of complaints by the Wanahinci on sealing the corrupt in Obongi.

Meanwhile, a district councilor in Obongi district, who spoke on condition of anonymity, has challenged the Deputy IGG for such a decision and wants the lifting of the interdiction halted for scrutiny.




CAO Andrew Leru was directed by the IGG Dr. Patricia Achan Okiria to give a report on the Obongi Production officer and Desk officer of DRDIP project over corruption allegations in the second week of January 2024, but up to now, no update has yet been witnessed.
