UBTEB Issues Warning Against Bogus Certificates from Unrecognized Institutions

The Uganda Business and Technical Examinations Board (UBTEB) has issued a warning to illegal tertiary institutions, cautioning them against conferring certificates to students. Speaking at the 5th graduation ceremony for Makerere University Centre for Lifelong Learning (CLL), UBTEB Deputy Executive Director Geoffrey Kawanguzi emphasized the prevalence of institutions issuing fake documents.

During the ceremony, where 613 students from Makerere’s main campus and Jinja campus received national certificates and diplomas in technical and business education, Kawanguzi urged parents and students to verify the legitimacy of institutions. He advised checking if the institution conducts national exams, as only certificates from such exams are recognized by the National Council for Higher Education (NCHE) and the National Curriculum Development Centre (NCDC).




Kawanguzi stressed the importance of pursuing education through recognized channels for professional growth and development. Prof Anthony Muwagga Mugagga, the Principal of the College of Education and External Studies, highlighted CLL’s role in catering to those who couldn’t enter mainstream university education, aligning with the government’s emphasis on science education and the Sustainable Development Goal (SDG4) for education.




Graduates, like Prince Immanuel Oluka, who completed a diploma in Civil Engineering, expressed confidence in their acquired skills, citing real-life projects and hands-on experience. Risper Atwine Twinomugisa, a national diploma graduate in Architecture, shared her optimism, emphasizing her specialization in drafting and plans for houses, foreseeing a bright future with her newfound skills.
