Mulago Hospital Appeals for Funds to Enhance ICU Capabilities

Mulago National Referral Hospital has put forward a request for over Shs10 billion to enhance the functionality of its intensive care units (ICUs). The Acting Executive Director of the hospital, Dr. Rosemary Byanyima, presented this request during her appearance before the Committee on Health on Thursday, March 21, 2024.

Dr. Byanyima highlighted that the allocated budget of Shs 122 billion for Mulago is insufficient, resulting in budget deficits amounting to Shs 200 billion. This deficit includes the funding necessary to fully operationalize the Intensive Care Units (ICUs). She explained that while the pediatric ICU has 15 beds, only five are currently operational. Similarly, out of 27 beds in the adult ICU, only 14 are functional due to financial constraints.




The Acting Executive Director emphasized that a lack of adequate staffing and funding for ICU consumables are the primary reasons behind the units’ inability to operate at full capacity. Dr. Byanyima pointed out significant staffing gaps, particularly among nursing staff. She also highlighted the shortage of consumables, leading to situations where medicines run out due to budgetary limitations.




To address these challenges and enhance ICU functionality, Dr. Byanyima requested an additional Shs10.8 billion. This funding would cover the necessary consumables and maintenance of ICU equipment to ensure optimal operation.




Furthermore, she stated that the hospital requires Shs28 billion to fill all vacant positions and appealed for Shs15 billion for the completion of construction works at the lower Mulago, which were not included in the 2024/2025 budgetary estimates.

During the meeting, Members of Parliament reiterated their earlier recommendation for the Ministry of Health to utilize part of the Shs3 billion provided in the 2023 supplementary budget to complete the lower Mulago construction works. Hon. George Bhoka Didi (NRM, Obongi County) emphasized prioritizing completion over other expenditures such as those for Lubowa Specialized Hospital and court fees.

MP Hon. Nicholas Kamara from Kabale Municipality expressed concern about the hospital’s negative reputation but noted the absence of budgetary allocations for activities aimed at improving its image, particularly in customer care.




Additionally, MPs questioned the relevance of the Shs5 billion sought by Mulago Hospital to purchase vehicles for 60 senior consultants. Dr. Michael Lulume (DP, Buikwe County South) raised concerns about consultants spending most of their time in private clinics despite the proposed allocation for vehicle incentives.

Hon. Elisa Rutahigwa (NRM, Rukungiri Municipality) raised questions about the underfunding of gratuity and pension, emphasizing their importance in the hospital’s functioning. She highlighted the significance of these benefits by asking MPs to consider how they would feel if faced with the prospect of retiring without receiving gratuity.
