LCV CP Abel Bizimana yesterday, walked out of the district council that was presided over by District Speaker Amos Hakizimana. Bizimana’s decision came shortly after District Speaker Amos Hakizimana prohibited him from submitting due to failure to inform the speaker about his submissions on time. Amos took the decision after Southern Division Councillor in Kisoro Municipality, Agaba James, requested the speaker to present the letter written to his office by LCV Abel Bizimana.
Agaba’s request was in line with the formal letter addressed to Abel Bizimana, informing him of the same procedure. Agaba said that the speaker shouldn’t personalize the office.
The Ankole Times understands that on March 25, 2024, the district speaker wrote a letter to the office of the LCV, instructing him to always make his submissions at least three days prior to the sitting day. Amos added that despite the chairperson’s status in the district, he should always abide by the rules of procedure in the council session.
The Kisoro District Chief Administrative Officer, Hajji Badru Mayanja Majwala, who was in attendance, guided the council on what should always be done. He advised changing the chairperson’s utterances from submissions to remarks so that the chairman can inform the council.
Despite the CAO’s advice, the speaker Amos Hakizimana and the district chairperson Abel Bizimana vehemently exchanged displeasing remarks in their favor. Amos, who reluctantly followed what he wrote in the letter, later said that the council can proceed without the LCV chairperson, and consequently, Bizimana Abel walked out.
The speaker’s comments prompted mixed reactions from different councillors. The Chahi Sub-County Councillor, Wilson Kazimili, accused Agaba James of hiding behind the letter while also benefiting personally, as Agaba James continued to quote the letter written by the speaker to the office of the LCV.
Shortly after the departure of the chairman, the speaker asked the vice-chairperson, Alex Nambajimana, who, with the decision of his boss, immediately took over the responsibilities of the office, if he knew what the chairperson was going to submit. The seemingly puzzled Alex Nambajimana said that the chairperson always has a lot to submit and thus can’t predict. Though in his remarks, Nambajimana denied that his boss, Abel Bizimana, would discuss district service commission issues.
Meanwhile, the Kisoro District Chairperson, Abel Bizimana, accused the speaker of having political motives. Abel said that ever since Amos decided to become the political agent of his opponent, Kanya Roland Nkrumah, he decided to harass him. Bizimana added that he is going to write to the Attorney General and the Minister of Local Government regarding the situation.
We all know that both Kanya Roland Nkrumah and Abel Bizimana are vying for the Bufumbira East parliamentary seat, currently occupied by former Ethics and Integrity Minister Dr. Buturo James Nsaba.
