Prime Minister Kassim Majaliwa has inaugurated crucial digital systems aimed at enhancing efficiency within Tanzania’s public service sector. Speaking at the culmination of Public Service Week celebrations and the launch of Digital Systems in Dodoma, Mr. Majaliwa emphasized the necessity for every public institution to develop robust plans and strategies for integrating these systems effectively.
Representing President Samia Suluhu Hassan, Prime Minister Majaliwa urged senior executives and civil servants to formulate both short-term and long-term plans that harness digital systems to elevate the quality of public service delivery.
The newly launched Digital Accountability and Performance Management Systems include e-WATUMISHI, PEPMIS, PIPMIS, e-MREJESHO, and Human Resources Assessment (HRA). These systems are designed to streamline operations, improve accountability, and enhance performance evaluation across public institutions.
Acknowledging the transformative potential of these systems, Mr. Majaliwa stressed the importance of motivating employees to fully utilize them. He underscored that ineffective performance should not hinder the adoption and implementation of digital solutions within government agencies.
Furthermore, the Prime Minister directed all public institutions to establish dedicated management teams tasked with overseeing and optimizing the functionality of these digital platforms. Clear lines of responsibility and authority, he emphasized, are crucial for ensuring effective maintenance and performance of these systems.
Highlighting the sensitive nature of the data handled by these systems, Mr. Majaliwa emphasized the paramount importance of data security. Protecting this information is essential to prevent privacy breaches and cybercrimes that could compromise public trust and government operations.
In addition to securing data, the Prime Minister emphasized the necessity of educating and mobilizing employees on the significance of these digital tools. He emphasized that public servants must embrace these systems to enhance service delivery and achieve government objectives effectively.
Mr. Majaliwa also underscored the need for robust monitoring and evaluation frameworks to gauge the performance and impact of digital systems. Regular assessment and reporting mechanisms will ensure that these technologies align with evolving public service needs and policy directives.
Addressing public expectations, the Prime Minister highlighted the role of PEPMIS and PIPMIS in promoting accountability and identifying both exemplary and underperforming civil servants. He emphasized that proper utilization of these systems will elevate service delivery standards and public sector efficiency.
Aligned with the CCM election manifesto (2020-2025) and the 3rd Five-Year National Development Plan (FYDP-III), the government aims to harness science, technology, and innovation to propel Tanzania towards a competitive, middle-income economy. The strategic deployment of digital technologies through the e-Government Agency (eGA) underscores Tanzania’s commitment to digital transformation.
Prime Minister Majaliwa concluded by urging all leaders and employees to take ownership of the digital systems’ implementation, ensuring they catalyze positive changes in public service delivery across Tanzania.
Furthermore, he encouraged citizens to actively participate in upcoming local government elections and support President Samia’s campaign for clean cooking energy, highlighting the importance of sustainable environmental practices.
