Brigadier General Mugabe Begins Third Term as Court Martial Chief

Brigadier General Robert Freeman Mugabe has been sworn in for his third term as the Chairman of the General Court Martial (GCM). The ceremony took place today in Makindye, Kampala, following his reappointment by President Yoweri Kaguta Museveni, who is also the Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF).

Reappointment by the President




President Museveni reappointed Brig Gen Mugabe last week. According to sections 197, 198, and 202 of the UPDF Act No. 7 of 2005, the High Command has the authority to appoint members, reserve members, and staff officers to the General Court Martial. This legal framework ensures that the Court Martial is staffed with qualified and experienced personnel.




Swearing-In Ceremony




The swearing-in ceremony was held at the court premises in Makindye. Brig Gen Mugabe, during his oath, emphasized the importance of maintaining high standards of conduct and teamwork. He expressed his gratitude to President Museveni for the opportunity to continue serving the country in this capacity.

Judge Advocate Presides Over Ceremony

The Judge Advocate, Colonel Richard Tukacungurwa, presided over the ceremony. Several other officers also took their oaths during the event. These officers included Colonel Sam Ntugura, Major Angella Catherine Laker, Captain Lucy Nicole Etoru, Warrant Officer 1 Oyar Boris Mark, Warrant Officer 2 Asiimwe Bob, Major Cyprian Sande Magezi, and Captain Christine Sayuni, among others.

Brig Gen Mugabe highlighted the need for the General Court Martial to uphold the highest standards of integrity and professionalism. His remarks underscored the importance of teamwork and dedication in ensuring justice within the military system.
