Expectations were high that new appointments would be made and some non-performing RDCs would be replaced when the new list signed by H.E. the President was released on social media and online newspapers on Monday afternoon.
Many journalists who had attended the Presidential Symposium at Kyambogo last year expected to be appointed, but to their dismay, their names did not appear on the list. Notably, among those anticipated to be appointed was the former Abim LCV Chairman, Omara Yoventine Adyeda, whom everyone expected to see on the new list of RDCs. However, it was another disappointment for Mr. Omara.
The new deployment list includes some notable changes. Abang Molly Kia, the former Dokolo NRM party chairperson, has been appointed Deputy RDC of Lira District, replacing Kabunga Ssentamu Daniel, who is now the Deputy RDC of Kole District.
Those transferred include Eyal Lillian, the new RDC for Lira District, replacing Ismail Pintu, who has moved to Budaka. Komakech William has been transferred to Lamwo District from Oyam District; William was previously the RDC of Kitgum District. Meanwhile, Oyoo Walter Komakech (DRDC) of Omoro heads to West Nile to serve as the new Deputy RDC of Koboko.
Other changes include Atim Grace Oleyowiya, moving from Gulu to Zombo as Deputy RDC; Amongi Jane Olili, from Gulu City to Moroto; Shilaku James, from Abim to Oyam District; Okot Emmanuel, the new RDC of Omoro District; Onyuk Andrew, replacing George Abdul in Apac; Omara Christopher, returning to Otuke District from Nwoya; and Mitala Emmy, replacing Eseru Paul, who has been appointed as the new RDC of Soroti District.
Mr. Ichogor Charles has been moved to Kotido District, while Ekoom John Stephen is the new RDC of Abim District. Akullu Jillian moves to Ngora District, Oceng Osborn to Nwoya, and Omongi George Abdul replaces Odong Latek in Amuru District. Abdul George will be deputized by Acham Proscovia in Amuru District.
Those who have not been transferred include Lira City RCC Lawrence Emmy Egole, Dokolo RDC Barbara Akech, Hasaka Samuel Mpimbasa (RDC Obongi), Kidega James Nabbinson (Nock) of Agago, and his deputy, Akot Susan Moro, who remains in Agago. Other non-transferred officials include Josephine Omara Olili of Kole, Odongo Milton for Pader, and Abak Robert of Nebbi District.
A 56-year-old man from Agago has requested H.E. the President to transfer some RDCs who are not implementing executive orders, citing that some have engaged more in real politics rather than monitoring government programs. Another resident from Abim town has requested the President to consider people from Labwor County (Ethur) in the next RDC appointment.
Others, including Okot from Kitgum, expressed disappointment that RDCs and RCCs are being rotated only within Kitgum, Gulu, Nwoya, Lango, Karamoja, and Northern Uganda, rather than being deployed to other regions.
