(Kampala) – The Inspector General of Police (IGP) of Uganda, Abbas Byakagaba, has initiated a significant reshuffle within the Uganda Police Force, resulting in the promotion and transfer of 23 senior officers across various departments. This move marks the first major reshuffle since Byakagaba assumed office.
In a statement issued by Police Spokesperson Rusoke Kituuma on Wednesday, it was announced that Assistant Inspector General of Police (AIGP) Joseph Mugisa, who had retired in May from his role as the director at the Directorate of Fire Prevention and Rescue, has been transferred to the IGP’s office. This is part of a broader reorganization aimed at enhancing the efficiency and effectiveness of the police force.
The former Kampala Metropolitan Police Commander, Senior Commissioner of Police (SCP) Stephen Tanui, has been appointed as the acting director of the Directorate of Fire Prevention and Rescue, taking over from Mugisa. SCP Joseph Obwona has been assigned as the acting director of Interpol and International Relations, while SCP James Agora has been named the new acting director of Logistics and Engineering.
Elias Kasirabo, previously the commandant of the Anti-Stock Theft Unit, has been moved from the Human Resource and Administration Department and appointed as an attaché to the Uganda High Commission in Nairobi. In another transfer, SCP Yusuf Ssewanyana has been shifted from the ICT department to serve as the Deputy Director of Interpol.
SCP Frankline Kugonza has transitioned from the Directorate of Logistics and Engineering to the Directorate of Fire Prevention as the deputy director. Meanwhile, Sarah Kibwika has been appointed the acting deputy director of Human Resource Administration and Management.
Commissioner of Police (CP) Proscovia Achola, who was with the Logistics and Engineering Department, is now the acting deputy director of Force Fleet Management. CP Irene Ameri Kimara, formerly of Logistics and Engineering, has been promoted to the position of acting deputy director of Logistics and Engineering.
In other notable changes, CP Simon Peter Okosh has been reassigned from the Peace and Support Operations to the Directorate of Operations as acting deputy director. CP Philip Acaye has been moved from his course to the Directorate of Traffic and Road Safety as acting deputy director.
CP Moses Muluya has been appointed as the deputy director of Welfare Production and Sports, while CP Agaptus Ecotu, previously with the Directorate of Human Resource and Administration, has been assigned to the Field Force Unit as deputy commander.
CP Hillary Kulayigye, who had been on a course, is now the acting deputy director in the Directorate of Chief Political Commissar.
Several officers who completed various courses have also been redeployed. CP Benedict Byamugisha has been sent to the Directorate of Fire Prevention and Rescue as CP of Fire Disaster, Training, and Administrative Support Services. Rosemary Nanyonga has moved to Agriculture Police as deputy commander of the Livestock Sector.
CP Micheal Nawanga has been sent to Interpol and International Relations as CP of International Relations. CP James Kusemererwa has been reassigned to the Directorate of Human Rights and Legal Services as CP of International Relations. CP David Manzi has been deployed to the Very Important Persons Protection Unit as commandant.
CP Moses Otala has been appointed as CP of Welfare, and CP Molly Namaye has been transferred to the Directorate of Operations as CP of Private Security Organizations.
According to the police portals online, this reshuffle reflects the IGP’s strategy to strengthen various units within the Uganda Police Force and ensure that the right personnel are in place to handle the challenges ahead.
