Counsel Patrick Okwir, who is also the Speaker of Lira City Council, has been appointed as the official interim Spokesperson for the Lango Cultural Institution. He is now the spokesperson for Won Nyaci Elect, Eng. Dr. Michael Moses Odongo Okune.

Okwir’s Speech to the Media




“I urge the people of Lango to unite under the visionary leadership of Dr. Eng. Michael Moses Odongo Okune, the Won Nyaci Elect, and to support their respective clan leaders in working with the Won Nyaci Elect to advance the Lango agenda. This agenda is centered on promoting good cultural practices, health, education, farming, and poverty alleviation, among other priorities.”

  • Age: 35 years
  • Hails from Adilebi Village, Ogur Parish, Ogur Sub-County, Lira District, of the “Core” Clan.
  • Holds a Bachelor’s degree in Law from Makerere University and a Postgraduate Diploma in Legal Practice from the Law Development Centre (LDC) in Kampala. He has practiced law for 6 years, with interests in Constitutional Law, Corporate and Commercial Practice, Criminal Law, Land Law, Family Law, Insurance, Banking, and Mortgages.
  • Speaker of Lira City since 2021
  • Secretary General of the Uganda Urban Council Speakers Association, a registered legal entity comprising all Speakers of Cities, City Divisions, Municipalities, Municipal Divisions, and Town Councils in Uganda.
  • Male Workers Councillor on Lira City Council.
  • Board member of several institutions in Lira City and Lira District.
  • Potential member of Parliament, as he is also eyeing a parliamentary position.
  • Professional member of the Uganda Law Society and the East African Law Society.

Finally, I call upon Ugandans from all walks of life, East Africans, and Africans to prepare to attend the highly anticipated Grand Coronation scheduled for November 2, 2024, at the Mayor’s Gardens, Lira City. I urge the people of Lango to make financial contributions to ensure the day is memorable, as we expect to host the President as the Chief Guest, along with other invited Kings from across Uganda and Africa.”
