(Kampala) – The Public Service Commission (PSC) has shortlisted 12 candidates for the top executive position at Kampala Capital City Authority (KCCA), including former Financial Intelligence Authority (FIA) Executive Director Sydney Asubo. Asubo, an anti-financial crime expert and advocate for good governance, is currently serving as general counsel at Grundstein Consult Ltd. All shortlisted candidates, including Asubo, will be required to undergo a competence and aptitude exam, with dates and venues to be announced by the PSC.
The KCCA executive director position became vacant on September 24, 2024, when President Yoweri Museveni dismissed Dorothy Kisaka over alleged negligence concerning the management of the Kiteezi landfill in Wakiso. Along with Kisaka, her deputy Eng. David Luyimbazi and public health director Dr. Daniel Okello were also removed from office.
To ensure a smooth transition, President Museveni instructed the PSC to advertise these vacancies, aiming to appoint new officials within three months. Other notable candidates include Gabriel Richard Atama, a seasoned chief administrative officer (CAO) with experience in districts like Tororo, Serere, and Bukwo, and Sharifah Buzeki, the only woman shortlisted, who currently oversees human resource management in the public service ministry’s inspection department.

Sharifah Buzeki, according to the Civil Service College website, has over 13 years of professional experience in human resource management, institution development, and performance management within both local and central government settings. The other shortlisted candidates include Joses Kachetero, Godfrey Kaima, Benon Kigenyi, Swizin Mugyema, Godfrey Kisekka, Rogers Matte, Emmy Ejuku, Grandfield Omonda, and Ronald Kiberu.
Following the dismissals, interim leadership was appointed at KCCA. Kisaka formally handed over her responsibilities to Frank Rusa, Luyimbazi passed his role to Robert Nowere, and Dr. Okello transferred his duties to Dr. Sarah Zalwango. Rusa, Nowere, and Dr. Zalwango had been KCCA directors of legal affairs, revenue collection, and deputy director of medical services, respectively, with Dr. Zalwango now acting as director of public health and environment.
