President Museveni’s Former Bugisu RDCs and What They Now Do for a Living After Service

Resident District Commissioners (RDCs) and their deputies are appointed by the President by the authority of Article 203 and Section 70 of the Local Government Act to assist him in monitoring various government programs across the country. They are supposed to hold a minimum of an A-Level qualification or its equivalent.

Whereas in past years Masabaland had a significant number of its sons and daughters in these positions, especially when President Museveni was much closer to Masabaland, this time around the number of RDCs and their deputies is rather small.




This publication now lists the names of these former RDCs and what they do for a living after leaving office.




  • Mr. Moses Kigai Wamoto, formerly in Sironko and Manafwa, is now in parliamentary politics for Bukigai Constituency and also involved in business.
  • Mr. Chemuswa Wanyoto, former Deputy RDC Kasese, is now a councilor in Sironko District, representing the elderly.
  • Mr. Wambede Richard, former RDC Kyenjojo, is now a minister under the Umukuka III of the Bamasaba people.
  • Madam Irene Manghali Khainza, former Deputy Resident Commissioner for Bugiri, is now a minister in Inzu Ya Masaba under the Umukuka III, His Highness Jude Mike Mudoma. She is also actively mobilizing Bamasaba people for her party and has formed various groups in her native village in Namisindwa.
  • Mr. Nabende Wamoto, former RDC Bulambuli District, is now a minister under the Umukuka III in Inzu Ya Masaba.
  • Mr. Paul Nangoli is engaged in Bugisu Cooperative Union work, where he is the sports director.
  • Mr. Webale Robert, former Deputy RDC Mbale City, is now pursuing personal responsibilities.
  • Ms. Pamela Watuwa, former RDC Buvuma, is currently engaged in community work.
  • Mr. Henry Nalyanya is an administrative assistant in the Ministry of Energy and Mineral Development.
  • Mr. Kato Matanda Hussein, former RDC Kumi, is now involved in mineral development and Manjiya politics.
  • Mr. Situma Munyanda, former RDC Kotido, is now farming.
  • Mr. Namakola, former RDC, is now in private business in Busoga.
  • Mr. Eric Sakwa, whose last station was Jinja District, is now in academics, completing his Master’s degree at Makerere University.
  • Mr. Simon Mulongo, former RDC Hoima District, is now in foreign service.
  • Mrs. Elizabeth Maumbe, former Deputy RDC Manafwa, is now a senior presidential advisor.
  • Mrs. Natolo Mutonyi Masaba, former RDC Masaka, is now involved in Manafwa politics.
  • Mr. Sylvester Wasieba, former Bududa Resident District Commissioner, is now Chairman of National Housing.
  • Lt. Nambafu, former Deputy RDC Luwero, is now farming.
  • Mr. Francis Wanyina, former RDC or (CGR) Luwero in the early 1990s, is now in museum tourism.
  • Mr. Masika Watenyeli, former RDC Palisa, is ailing with poor health.
  • Mr. Mayatsa Joram, former RDC Namayingo, is now in private business.
  • Madam Margaret Watsikhona, former Deputy RDC Kibuku, is now working under Umukuka Mudoma in Inzu Ya Masaba.

The following are deceased RCCs from Bugisu:




  • Late Dr. Hassan Galiwango, former RDC Mbale
  • Late Jackson Manghali, former Deputy RDC Kaberamaido
  • Late Wasukila, former Deputy RDC Adjumani
  • Late Maumbe Mukhwana, former RDC Pallisa

The acting chairperson of all former RDCs in the Bugisu region, Madam Irene Khainza Manghali, says that their main task now is to promote government ideology but above all, mobilize Bamasaba to access all government programs and support the NRM.

The cultural institution under the Umukuka has given sanctuary to about five former RDCs, who are working in various capacities.
