The Kisoro District Council has taken a firm stance against Fransisca Rwakare, the Secretary of the District Service Commission, over serious allegations of office misuse, sparking a call for her immediate suspension and investigation.
During a tense council session held today at the district council hall, several councilors accused Rwakare of negligence of duty, particularly in the recruitment and shortlisting processes for government positions. They expressed concern that her alleged actions are eroding public trust and undermining service delivery in the district.
The motion for Rwakare’s suspension was introduced by Kazimil Wilson, Councilor for Chahi Subcounty. It was seconded by Agaba James, Councilor for Southern Division, and Juliet Kamusiime, who represents Nyanamo Town Council and Bukimbiri Subcounty. They cited unprofessional conduct and the exclusion of qualified candidates as key issues under scrutiny.
Vice Chairperson LCV Nambajimana Alex intensified the accusations, claiming Rwakare had interfered with applicants’ academic documents to influence shortlisting outcomes.
Chief Administrative Officer John Nyakuhuma assured the council of his commitment to upholding the rule of law, stating that the district administration will follow proper legal channels to address the matter.
In her defense, Rwakare categorically denied all the allegations, asserting that she has executed her responsibilities lawfully and transparently.
