Power Clash Erupts at Kisoro District HQ Over Alleged Misuse of Road Resources

Tensions flared at the Kisoro District headquarters on Wednesday following a heated verbal exchange between District Chairperson Abel Bizimana and District Engineer James Karamira.

The altercation was sparked by allegations of misappropriation, favoritism, and discrimination in service delivery.




The confrontation escalated when Chairperson Bizimana discovered that four culverts originally allocated for the Maregamo–Bizi–Gikangaga road in Bufumbira East were being prepared for transportation to Muramba Subcounty in Bufumbira South for maintenance works.




Bizimana, who is also an aspiring Member of Parliament for Bufumbira East, accused Engineer Karamira of altering the district council’s resolutions.




He described these actions as politically motivated and harmful to equitable service delivery.

He went further to accuse Karamira of incompetence and collusion with other district technocrats to frustrate development efforts. Bizimana threatened legal action against individuals he claims are sabotaging services within the district.

In response, Engineer Karamira denied the allegations, accusing Bizimana of politicizing service delivery in a bid to gain popularity ahead of the 2026 elections.




Karamira insisted that his actions were in line with the district’s official work plan, aimed at promoting balanced infrastructure development across all constituencies.

Intervening in the dispute, the Kisoro Resident District Commissioner (RDC), Hajji Badru Sebyalla, acknowledged the ongoing challenges in the district’s infrastructure projects, citing mechanical issues with road equipment.

He urged residents to remain committed to paying taxes, stressing that government revenue is vital for improving service delivery in the region.
