Parents Petition for Removal of Old Kampala SSS Board Member Over Alleged Mismanagement

Kampala, Uganda – A serious petition has been submitted to the Kampala Capital City Authority (KCCA) Speaker by the Parents Teachers’ Association (PTA) of Old Kampala Secondary School, calling for the immediate withdrawal of Mr. John Sandy Egesa Odoki from the school’s board of governors over alleged mismanagement of funds and gross misconduct.

According to the letter, signed by PTA Vice Chairperson Mr. Mabira Shafic, parents are deeply concerned about Mr. Odoki’s conduct, which they describe as unprofessional and damaging to the integrity of the board.




The petition highlights that UGX 5 million had been allocated by the board for technical use in renewing Plot 19 — with the expectation that it would cover essential expenses such as tax payments and authorized transport allowances. However, the PTA claims Mr. Odoki allegedly diverted the entire sum for his personal use under the pretense of facilitation and transport.




Further accusations point to a pattern of behavior in which Mr. Odoki, in alleged collusion with the school’s Head Teacher and the Chairman of the Board, received unauthorized allowances related to investigations into the disappearance of 125 tablets. The board, according to the petition, neither sanctioned the investigation nor approved the allowances. Despite a resolution by the board’s executive committee holding the Head Teacher accountable for the loss, Mr. Odoki reportedly began defending the Head Teacher instead.




The PTA also accuses Mr. Odoki of frequenting the school premises without any official board assignment, yet regularly receiving transport allowances exceeding UGX 200,000 — a figure said to be well above what the school policy permits. One such incident cited is his attendance at a staff workshop held on 22nd July 2025, where he allegedly received dubious payments despite not being part of the school staff.

In light of these concerns, the PTA is appealing to the school’s foundation body to immediately recall Mr. Odoki and replace him with someone of higher integrity. They have also called for an investigation into Mr. Esuku David, a KCCA staff member in the Education and Social Services Department, who is alleged to have facilitated Mr. Odoki’s inclusion on the board under questionable circumstances.

Attached to the petition are documents said to include requisitions made by Mr. Odoki without proper accountability.




The petition has also been copied to the Inspector General of Government, the Minister of Education and Sports, the Minister for Higher Education, the Lord Mayor, and the KCCA Executive Director.

This is a developing story. Efforts to get responses from the individuals named in the petition are ongoing.
