Kampala, Uganda –– The Kampala Capital City Authority (KCCA) has announced a major reshuffle in the Board of Governors for Old Kampala Senior Secondary School, replacing two long-serving members with new appointees.




In a letter signed by the Lord Mayor, Erias Lukwago, and addressed to the Executive Director of KCCA, the Authority Council invoked its powers under the KCC Act and the Education Act to withdraw Dr. Tom Darlington Balojja and Mr. Egessa Odoki Johny Sandy from their positions.




The Council expressed gratitude to the outgoing members for their contributions to the school’s development.




The new appointees are Ms. Namuddu Juliet, former KCCA Director for Education and Social Services, who will serve as the new Chairperson, and Mr. Nsereko Umar Juma, a former lecturer at the Islamic University in Uganda.

Pending their formal confirmation by the Ministry of Education and Sports, Mr. Kitabire Donny Mugarzi has been appointed as the interim Chairperson.

The letter also directed Dr. Balojja to hand over his responsibilities to Mr. Mugarzi immediately. The changes are part of KCCA’s broader efforts to streamline governance in city schools, citing legal provisions under the Local Government Act and the Kampala Capital City Act.




The shake-up has sparked mixed reactions, with some stakeholders praising the move as a step toward fresh leadership, while others question the timing and rationale behind the abrupt changes.

For now, all eyes are on the new board members as they prepare to steer Old Kampala S.S into its next chapter.
