In the evolving landscape of Uganda’s national development, the Special Forces Command (SFC) Engineering and Construction Unit has emerged as a beacon of efficiency, patriotism, and transformative progress.
Under the visionary leadership and direct supervision of the Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, and the dedicated oversight of Major General David Mugisha, this elite military regiment is not only securing the nation but actively building it.
For years, the construction sector in Uganda faced significant hurdles, often hindered by bloated budgets, delays, and the influence of cartels. The SFC Engineering Unit has effectively dismantled these barriers by championing a “direct labour” approach.
By utilizing the internal expertise and manpower of the Uganda People’s Defence Forces (UPDF), the unit has bypassed the need for expensive commercial contractors, saving the Ministry of Defence and Veteran Affairs billions of shillings in the process.

The unit’s portfolio is diverse, ranging from military housing to public civil works. It has spearheaded the construction of numerous estates, such as the Kambarage Nyerere Estate in Entebbe, to improve the living conditions of soldiers.
Beyond residential projects, the unit has constructed high-tech military assets, including the SFC Operations Command, Control, and Coordination Centre.
In a demonstration of civil-military cooperation, the unit has frequently partnered with the Kampala Capital City Authority (KCCA). Its intervention in pothole repairs, drainage works, and road maintenance within the Kampala metropolitan area has been praised for saving taxpayers millions of shillings by eliminating the need for costly tender processes. The unit has also provided essential support infrastructure, such as gun shades, fuel storage facilities, and dormitories for non-commissioned officers, ensuring that the tactical needs of the military are met with precision.
Staff of Balon Contractors and Distributors, a community-based contracting and distribution company, said that the success of the SFC Engineering and Construction Unit is a testament to the hands-on leadership of General Muhoozi Kainerugaba. As the Chief of Defence Forces, his focus on revolutionary methods of work has fostered a culture of self-reliance and professionalism. By empowering highly qualified and patriotic commanders to lead these projects, Gen. Muhoozi has ensured that military engineering serves a dual purpose: enhancing national security and contributing to the country’s socio-economic development.
Public opinion surveys conducted across the country reflect a growing appreciation among Ugandans for this pragmatic approach to governance. Citizens are increasingly voicing their support for General Muhoozi Kainerugaba’s efforts to utilize military capabilities to solve civilian infrastructure challenges.
