MOROTO, Uganda – The Uganda Peoples’ Defence Forces (UPDF) 3 Infantry Division has officially welcomed Colonel Winston Mugarura as its new Deputy Division Commander following a handover and takeover ceremony held at the Division Headquarters in Moroto.
Col Mugarura succeeds Brigadier General Allan Kyangungu, who has been transferred after serving in the position.
Presiding over the ceremony, the Commander of the 3 Infantry Division, Major General Wilberforce Serunkuma, described transfers, deployments, and further military training as routine processes that strengthen the UPDF by introducing fresh ideas, skills, and perspectives while enhancing professionalism within the force.
Maj Gen Serunkuma commended Brig Gen Kyangungu for his dedicated service, particularly his efforts in strengthening foundational troop training across the Division. He also expressed confidence that Col Mugarura’s previous experience in the Karamoja region would enable him to transition smoothly into his new responsibilities.
The Division Commander tasked the incoming Deputy Commander with consolidating and protecting the socio-economic gains achieved in the region. He further urged commanders at all levels to promote teamwork and create a supportive environment for the soldiers under their command.
“The UPDF is a brotherhood; you only have the title of a commander because of the men you lead. A good future leader does not wait for his superior or subordinate to fail; he guides them when they begin getting off track,” Maj Gen Serunkuma said.
In his acceptance remarks, Col Mugarura pledged to promote teamwork, dedication, and mentorship among officers and soldiers, emphasizing that effective leadership is built on trust and mutual respect.
“I will strive to earn the trust and respect of those under my command to ensure success and sustainable gains. The UPDF has a tested method of leadership, and you can only go wrong if you deviate from it,” he said.
The handover ceremony was attended by senior and junior UPDF officers, representatives from sister security agencies, and regional leaders. Among those present were the Commandant of the Anti-Stock Theft Unit, ACP Francis Chemusto, the Mountain Moroto Police Commander, brigade commanders, and other invited guests.
