MBARARA, Uganda — A wave of activity has reportedly swept through Mbarara City as political and technical leaders race to commission roads and launch development projects ahead of the anticipated anti-corruption tour by the Minister of State for Local Government, Balaam Barugahara.
The minister is expected to lead a one-day stakeholders’ meeting in Mbarara City on Tuesday, August 4, 2026, before proceeding to Isingiro District on August 6, Buhweju District on August 7, and Mitooma District on August 8, according to an official notification issued by the Ministry of Local Government.
The meetings are part of the implementation of President Yoweri Museveni’s directive to expose and eliminate corruption in Uganda, with a focus on strengthening accountability, enhancing transparency in local governments, improving service delivery, and intensifying the fight against corruption.
The ministry’s communication, dated July 27, 2026, directs district and city leaders to attend the meetings in person. Those expected include district chairpersons, speakers, city and municipal mayors, chairpersons of district and city service commissions, deputy chief administrative officers, town clerks, District Internal Security Officers (DISOs), Internal Security Officers (ISOs), and heads of department.
Reports indicate that the announcement of the minister’s visit has sparked anxiety among some leaders in Mbarara City, with efforts underway to fast-track the commissioning of roads and the launch of projects before the inspection and stakeholder engagement.
The anti-corruption tour is expected to provide a platform for government leaders, technical staff, and other stakeholders to discuss practical measures for tackling corruption in local governments while promoting accountability and efficient public service delivery.
Minister Balaam’s regional tour comes amid the government’s continued campaign to ensure that public resources are used transparently and that local government officials are held accountable for the implementation of government programmes and projects.
