RUBANDA – The newly inaugurated Rubanda District Council for the 2026–2031 term has been urged to work together, uphold integrity, and prioritize quality service delivery as leaders embark on a new five-year mandate.
Delivering a message on behalf of the District LC5 Chairperson, Hon. Ampeire Stephen Kasyaba, the District Vice Chairperson, Hon. Akampurira Kesaphari Prossy, reminded councilors that the decisions they make during their tenure will have a lasting impact on the lives of the people of Rubanda.
She emphasized that development should not be defined by political parties, religion, parishes, or individuals, but should benefit every resident of the district.
“The campaign period is over, and the people now expect us to work together for the common good,” Hon. Akampurira said.
She outlined the district’s key priorities for the new council, including expanding access to clean water, supporting farmers to improve agricultural productivity, creating opportunities for young people, empowering women, protecting the environment, and ensuring the accountable use of public resources.
Hon. Akampurira further noted that leadership is temporary, but the consequences of leaders’ decisions endure beyond their term of office.
“Future generations will judge us not by the speeches we make, but by the lives we improve,” she told the council.
She pledged the full support of both her office and that of the LC5 Chairperson to all councilors, regardless of their political affiliation, in pursuit of the district’s development agenda.
The Chief Administrative Officer, Mr. Samuel Ahabwe, also pledged the commitment of the district’s technical team to provide professional and timely support in implementing council resolutions.
Mr. Ahabwe said effective service delivery depends on strong collaboration between political leaders and technical officers.
“When political leaders provide strategic direction and the technical team performs professionally, the people become the greatest beneficiaries,” he said, adding that the district administration will faithfully implement all lawful council resolutions.
He also congratulated Hon. Henry Musasizi upon his appointment as a Cabinet Minister, as well as Members of Parliament Hon. Bruce Kabasa and Hon. Ninsiima Evelyn Kikafunda upon their election.
Addressing the inaugural council sitting, Rubanda District Woman Member of Parliament Hon. Ninsiima Evelyn Kikafunda challenged councilors to put aside divisions and work in unity for the development of the district.
She said the newly elected leaders represent positive change and should remain focused on improving the welfare of residents.
“It is no longer time for divisions but for serving the people of Rubanda,” Hon. Ninsiima said.
She reaffirmed the commitment of Rubanda’s Members of Parliament to work together in advancing healthcare, education, and infrastructure development across the district.
New Committee Chairpersons Elected
During its inaugural sitting, the council also elected chairpersons to head key standing committees.
Hon. George Buhiika, LC5 Councilor representing Rubanda Town Council, was elected Chairperson of the Finance, Planning, Works and Administration Committee.
Hon. Kasaja Alex Asiimwe, representing Hamurwa Town Council, was elected Chairperson of the Social Services Committee after defeating Hon. Aggrey of Kacerere Town Council by 20 votes to 13.
Hon. Twinomuhangi Pastoli, representing Butare-Katojo Town Council, was elected Chairperson of the Production and Marketing Committee.
The elections mark the beginning of the new council’s work as district leaders seek to deliver improved services and accelerate development throughout Rubanda over the next five years.
