Presidency Pays Tribute To Fallen Makindye Deputy RCC Mark Baingana

The Office of the President has announced the passing of Mr. Mark Baingana, the Deputy Resident City Commissioner (RCC) for Makindye Division in Kampala, with leaders describing his death as a significant loss to the institution and the country.
The sad news was conveyed by the Minister for the Presidency, Hon. Milly Babalanda, who said she received the information with profound sorrow. She noted that the passing of Mr. Baingana has left colleagues and the wider Presidency deeply saddened.
Speaking on behalf of the Office of the President, her family and herself, Hon. Babalanda extended sincere condolences to Mr. Baingana’s family, relatives, friends, fellow staff in the Office of the Resident City Commissioner, and the people of Makindye Division.
The Minister praised the late Deputy RCC for his unwavering commitment to public service, saying he faithfully executed his duties with discipline, dedication and professionalism throughout his time in office.
She further noted that Mr. Baingana played an important role in promoting peace, strengthening security and supporting effective government service delivery within Makindye Division, earning the respect of both colleagues and the communities he served.
Hon. Babalanda encouraged the bereaved family to remain strong during this painful period, expressing hope that they would find comfort in God as they come to terms with the loss of their loved one.
She also prayed for God’s mercy upon the deceased, asking the Almighty to grant him eternal rest while giving strength and courage to everyone affected by his passing.
Quoting Psalm 34:18, Hon. Babalanda reminded mourners that, “The Lord is close to the brokenhearted and saves those who are crushed in spirit,” before concluding her message with a prayer that Mr. Mark Baingana’s soul rests in eternal peace.
