KCCA Reshuffles Old Kampala SS Board, Appoints Interim Chair in Governance Overhaul

The Kampala Capital City Authority (KCCA) has taken a move to restructure the leadership of Old Kampala Senior Secondary School’s governing board. This follows the withdrawing of two key foundation body members and appointing an interim chairperson.

According to internal KCCA documents seen by this publication, Dr. Tom Darlington Baloija and Mr. Egessa Odoki Johny Sandy have been relieved of their positions on the school’s governing board under. This was done under Section 58(2) Schedule 6(3) of the Third Schedule of the Pre-Primary, Primary and Post-Primary Act, Cap. 11.




The decision was apparently endorsed by the City Executive Committee and it follows guidance from the Solicitor General on the appointment and tenure of representatives on education institution governing bodies.




Meanwhile Mr. Kitabire Donny Muganzi has been appointed to act as Chairperson on an interim basis until two new members are designated. The current term of office for the remaining foundation body members at Old Kampala SS runs until 12th April 2026, with the board also including Juliet Namuddu, Dr. Jones Kyazze, Umar Juma Nsereko, and Mrs. Mutuwa Rita.




It’s important to note that this shake-up comes at a time when KCCA is moving to standardise governance in its education institutions. Additionally, the Solicitor General’s advice also emphasised that appointments to school boards should follow clear legal provisions, and that KCCA’s representatives should act as the guiding mechanism for the institutions’ management.

Furthermore, KCCA has also noted that the term of office for all School Management Committees for KCCA Primary Schools expires on 31st December 2025, and current members will be allowed to continue serving until that date.

Old Kampala SS has in recent years been in the spotlight over governance and administrative wrangles, with past disputes between the school’s management and some stakeholders occasionally spilling into the public domain especially under the governance of Mr. Balojja. The latest changes are expected to usher in a fresh chapter of leadership stability and adherence to legal frameworks.




Besides, education sector observers say KCCA’s recent actions could set a precedent for tighter oversight and accountability in the management of public schools under its jurisdiction.
