Uganda Police Plans to Sell Idle 28 Billion Shilling Aircraft Due to High Maintenance Costs

The Uganda Police Force has announced its intention to dispose of the Piaggio Avanti 11 Evo aircraft, purchased in 2019 for 28 billion shillings, due to its idle status and high maintenance expenses.

Fred Enanga, the Police Spokesperson, explained that despite the hefty investment, the aircraft has flown only 117 kilometers and is not suitable for non-tarmacked runways, resulting in significant maintenance costs.




Enanga further stated that the decision to sell the aircraft was made after consulting with Minister of Internal Affairs Maj Gen Kahinda Otafiire, who approved the disposal and acquisition of a more compatible helicopter.




A valuation conducted by a Composite Board of Survey estimated the aircraft’s value at USD 4.271,709.06, taking into account factors such as depreciation, technical condition, and market prices for replacement parts.




The replacement aircraft will enhance the Police Airwing’s operational capabilities for crime-fighting purposes, with various options being considered to meet the force’s requirements.

Enanga clarified that the disposal process follows the Procurement and Disposal of Public Assets (PPDA) regulations, and the necessary steps have been taken in this regard.

The Uganda Police Airwing, responsible for aerial patrols, search and rescue, transportation, and surveillance, currently operates four aircraft, including three helicopters and the Piaggio Avanti II Evo fixed-wing aircraft.




Despite its role in responding to incidents across different regions of Uganda, the Piaggio Avanti II Evo has been underutilized due to its unsuitability for certain terrains and high maintenance costs, making it economically unviable for continued operation.
