Hoima: Eng. Jonard Asiimwe Akiiki has officially launched his bid for Vice Chairperson of the Central Executive Committee (CEC) for Western Uganda under the ruling National Resistance Movement (NRM).
In a visionary 29-page manifesto titled “Advancing a Legacy of Purposeful Transformation”, Asiimwe lays out a bold and structured plan to drive regional and national development anchored in science, grassroots empowerment, and ideological clarity.
A professional engineer and seasoned policy influencer, Asiimwe positions himself as a bridge between Uganda’s founding generation and the rising youth majority.
Key manifesto highlights (2025–2030):
- Agricultural Commercialization: Support 100,000 farmers with value chain access and cooperative-based models to reduce post-harvest losses by 40%.
- Youth Innovation Hubs: Establish four regional science and tech incubation centers in Hoima, Mbale, Kabale, and Kampala, creating 1,500 jobs and 250 digital products for the AfCFTA market.
- Mineral Beneficiation: Launch processing plants in five mineral-rich districts to formalize artisanal mining, create 10,000 jobs, and generate $50M annually in exports.
- Talent Development: Empower 5,000 youth via 20 sports and creative arts centers, nurturing Uganda’s cultural economy.
- Border Trade Academies: Train 3,000 SMEs and informal traders in Busia, Katuna, Bunagana, and Elegu, increasing formal trade by 20%.
- Civic Education & Ideological Mentorship: Reach over 200,000 youth through mobile civic platforms and a 1000 Youth Mentors program.
A technocrat with grassroots reach
Asiimwe’s track record spans across Uganda from supporting oil and mineral infrastructure in Hoima and Karamoja, to mentoring students in Iganga, and turning smugglers into cooperatives in Busia. Through the Jonard Group of Companies, he has created jobs, promoted industrial safety standards, and sponsored regional football clubs like Kitara FC and Kampala Queens.
He is also a PhD candidate in Oil & Gas Stakeholder Engagement and holds two master’s degrees in project management and oil & gas governance.
“This is not just a campaign it’s a national mission to build, unite, and transform. Western Uganda must lead in science, youth empowerment, and resource-driven development,” Asiimwe said during the launch.
A national footprint, A Western Backbone
From mentoring sugarcane farmers in Iganga to modernizing mining cooperatives in Karamoja and building agro-logistics in Bunyoro and Kigezi, Jonard Asiimwe Akiiki’s work reflects a pan-regional impact with a strong home base in Western Uganda.
An engineer by profession and currently a PhD candidate in Oil & Gas Stakeholder Engagement, Jonard has been a catalyst in projects like the Tilenga Quarry, Kabaale International Airport, and national infrastructure upgrades under NERAMP. As Executive Director of Jonard Conglomerate Investments Ltd, he also leads businesses that employ hundreds across construction, technology, and events sectors.
Manifesto rooted in ideology and action
Framing his leadership bid within the NRM’s founding principles Democracy, Patriotism, Pan-Africanism, and Socio-Economic Transformation, Asiimwe aims to reinforce the Movement’s legacy with innovation and inclusive governance.
He also champions digital literacy, environmental sustainability, and women’s economic participation as critical pillars for Uganda’s next decade.

“We don’t need to start over we need to build deeper, mobilize smarter, and deliver faster. The next chapter for Western Uganda begins now,” he emphasized.
As the NRM heads toward the 2026 elections under the banner “Settle for the Best – Museveni is the Best,” Asiimwe’s manifesto is a clarion call to unity, continuity, and transformation across all generations and sectors.
