Parliament Backs Sh134 Billion Additional Funding for Kiira Motors

Parliament’s Presidential Affairs Committee has recommended allocating an additional Sh134.14 billion to fund Kiira Motors Corporation (KMC). The recommendation was submitted to the Parliament budget committee, chaired by Patrick Isiagi (Kachumbala County), on Wednesday, January 24, 2024. The committee noted that KMC initially requested Sh166.64 billion for the operationalization of the Jinja electric vehicle plant, but only Sh32.5 billion was allocated in the 2024/25 budget.

Dr. Monica Musenero, the Minister of Science, Technology, and Innovation, appeared before the committee, requesting additional funds. The additional funds include Sh37 billion for the establishment of an Innovation Fund, Sh44 billion for the establishment of a Science Park, and Sh29.83 billion required for the pathogen economy (manufacture of various vaccines).

Parliament is scheduled to consider the 2024/25 National Budget Framework Paper during the Thursday plenary sitting.

In April 2018, the government approved the roadmap for the Kiira Vehicle Plant and allocated 100 acres of land at the Jinja Industrial and Business Park. Kiira Motors Corporation, a State Enterprise, aims to enhance value addition in Uganda’s motor vehicle industry through technology transfer, contract manufacturing, and supply chain localization. This strategic intervention aligns with the industrialization agenda, contributing to Uganda’s transformation into an upper-middle-income economy by 2040.

KMC is actively pursuing long-term technology partnerships to develop, manufacture, and sell motor vehicles and components in Africa, with a mission to build a better Uganda through Automotive Technology.
