Bulambuli District Deputy Resident District Commissioner (RDC) Enock Wandera is calling for a thorough investigation into the conduct of the former acting District Health Officer (DHO), Dr. Mohammed Mulongo. Wandera alleges that Mulongo embezzled over Shs300 million meant for various health projects.
According to Wandera, Shs100 million allocated for the renovation of Muyembe Health Centre IV, Shs70 million for the DHO’s office renovation, and Shs3.5 million for constructing a pit latrine were misappropriated. Despite the funds being disbursed, there is no evidence of work done on the ground.
The deputy RDC further revealed that despite previous attempts to hold Dr. Mulongo accountable, including three general inquiry files opened under the then Minister for Economic Monitoring, Hon. Peter Ogwang, no action has been taken. Instead of being interdicted, Mulongo was granted a study leave.
Wandera expressed deep concern over the lack of accountability and the deteriorating state of the health facilities. He emphasized that the misappropriated funds have not been recovered and there was no value for money realized in the projects.
The three general inquiry files, Bulambuli CRB:18/2021, 13/2021, and 11/2021, accuse Dr. Mulongo of misappropriating Shs100 million meant for the construction and renovation of Muyembe Health Centre IV.
Efforts to get a comment from the Bulambuli RDC, Mr. Stanley Bayole, were unsuccessful.
