(Kyiv) – The Ukrainian government has introduced energy independence passports for each region to enhance distributed power generation and improve energy security. The initiative was jointly developed by the Ukrainian Energy Ministry, the Communities and Territories Development Ministry, and other key stakeholders, including regional administrations and energy companies.
The order approving these energy passports was officially signed on December 31, 2024, according to a statement released by the Communities and Territories Development Ministry on social media. The document provides a thorough analysis of each region’s potential for energy development, enabling local administrations to create action plans tailored to their unique conditions.

Oleksii Kuleba, Ukraine’s Deputy Prime Minister for Restoration and Communities and Territories Development Minister, highlighted that the passports would empower regions to evaluate their energy resources and capabilities. “These plans will increase energy security, encourage investments in renewable energy, and support regional economic development,” Kuleba stated.
The distributed generation strategy has already shown significant progress. By the end of 2024, Ukraine’s distributed gas generation facilities reached a total capacity of 967 megawatts, with 835 megawatts added during the year.
