Bunyole East MP Mutembuli Seeks Bail on Health Grounds

Yusuf Mutembuli, the Bunyole East legislator facing corruption charges, has petitioned the Anti-Corruption Court in Kampala for bail, citing health concerns and familial responsibilities.

Mutembuli, along with MPs Cissy Namujju and Paul Akamba, faces accusations of corruption and has been referred to the High Court for trial.




Health and Family Grounds for Bail




In his bail application filed on June 26, 2024, Mutembuli highlights his health challenges, including diabetes and high blood sugar, necessitating specialized medical attention. He argues that prolonged detention prevents him from fulfilling his role as the primary provider for his family, causing significant social, psychological, and economic strain.




The legislator emphasizes his clean record and commitment to adhering to any bail conditions set by the court. His defense is led by Robert Mackay.

Residential Stability and Sureties

Mutembuli asserts that he has reliable sureties and permanent residences in Kachonga village, Naweyo sub-county, Butaleja district, and Bukasa LC1, Bweyogerere Division, Kira Municipality, Wakiso district.




Legal Context and Charges

Charged under Sections 2(e) and 26 of the Anti-Corruption Act, 2009, Mutembuli and his co-accused allegedly solicited a 20% commission from Mariam Wangadya, chairperson of the Uganda Human Rights Commission (UHRC), related to the proposed budget increase for UHRC in the 2024/2025 fiscal year. The allegations suggest an attempt to influence parliamentary budget decisions for financial gain.

The proposed budget for UHRC was sh58 billion, with a 20% commission potentially amounting to sh11.6 billion, according to sources.




Case Background and Allegations

The prosecution contends that the accused MPs made these solicitations at Hotel Africana, Kampala, asserting influence over parliamentary budget decisions. Wangadya, a former Deputy Inspector General of Government (IGG), assumed leadership of UHRC.

The bail application is awaiting assignment to a judge for consideration.

  • These corrupt politicians start falling sick only after arrest. He should remember the hundreds of youth rotting away in illegal prisons of the regime for several months and years. Bail should be equal to everyone not only fat cats in Uganda’s government.
