A former dental surgeon who previously worked at Mulago Hospital in Kampala city finds himself entangled in legal proceedings, accused of providing false information and presenting counterfeit documents related to a piece of urban land.
The individual in question, Ntwatwa Sikiziyivu Lule, aged 64, stands accused alongside businessman Stuart Mulangira Katerega, aged 55. Ntwatwa resides in Agrey Zone, Ndeba parish, Lubaga division, Kampala district, while Katerega lives in Munyonyo, a neighborhood situated in Kampala’s Makindye division.
Appearing before Magistrate Martins Kirya at the Law Development Centre (LDC) Court on May 6, 2024, Ntwatwa refuted the allegations brought against him.
His co-accused, Katerega, failed to appear in court, leading the magistrate to issue criminal summons against him.
The charges leveled against the duo include providing false information to a public servant, conspiring to defraud, and presenting false documents. These offenses are stipulated under various sections of the Penal Code Act and carry potential sentences of up to three years’ imprisonment upon conviction.
In response to the request for bail made by defense lawyer Umaru Nyanzi, the court granted Ntwatwa bail on non-cash terms, setting the amount at 500,000 Ugandan shillings. Ntwatwa secured his release by presenting substantial sureties to the court.
According to the prosecution led by Timothy Aduti, the alleged offenses took place in 2019 at Wandegeya Police Station, Kawempe division, Kampala. It is claimed that Ntwatwa and Katerega provided false information to a police officer, asserting their ownership of a parcel of land opposite the Government Analytical Laboratory at Mulago roundabout, Kimwanyi zone, Kasule Road.
Furthermore, the prosecution alleges a conspiracy to defraud Pastor Daniel Walugembe of his land adjacent to the Government Analytical Laboratory. The defendants purportedly claimed ownership of this land, alleging a purchase from Bulasio Bwiso in the early 1990s.
Prosecutors also accuse Ntwatwa of fraudulently presenting false documents, specifically ground rent receipts (‘busulu’ receipts), to police officers at Wandegeya Police Station on September 17, 2020. These documents purportedly originated from the family of Ashe Sendawula Mukasa.
