Mukula Leads Petition Against Noise Pollution from Bars and Churches in Bugolobi

(Kampala) - Residents of Bugolobi, led by Capt. Mike Mukula, have raised concerns over persistent noise pollution from churches, nightclubs, and bars, urging Kampala authorities to take action.

(Kampala) – Residents in Bugolobi, a neighborhood in Kampala known for its tranquility, have filed complaints over increasing noise disturbances. These complaints were formally raised by Capt. Mike Mukula, Chairman of the Bugolobi Homeowners and Tenants Association, who has petitioned Kampala’s Lord Mayor Erias Lukwago to address the issue.

In a press conference held on October 21, Mukula described how noise from Pentecostal churches and nightclubs has disrupted life in Bugolobi and nearby areas like Namuwongo and Kitintale. According to Mukula, the noise is constant, especially from churches that operate day and night, as well as bars that function as nightclubs, particularly along Bandali and Luthuli Rise. He added that many of these venues run loud music from Thursday through the weekend.




Mukula expressed that Bugolobi’s zoning by the Kampala Capital City Authority (KCCA) is strictly residential, yet the growing number of nightclubs and 24-hour church activities have altered the neighborhood’s character. Mukula claimed that the noise has been accompanied by other social problems, including drug abuse and prostitution, which he suggested have migrated from other areas like Kabalagala and Kansanga.




Mukula recognized that the National Environmental Management Authority (NEMA) has taken some steps to address noise pollution, especially from churches. However, he argued that stricter regulations are required to enforce zoning laws effectively. He also alleged that certain KCCA officials accept bribes to overlook noise complaints, thereby neglecting the residents’ welfare.




In his petition, Mukula urged that nightclubs be limited to designated areas to avoid disturbing residential neighborhoods. He referenced cities such as London and Kigali, where strict regulations keep noise levels in check in residential zones. According to Mukula, following these examples could protect Bugolobi’s residential nature while allowing commercial activity to thrive in more suitable locations.
