Despite the stringent enforcement measures implemented by the Uganda Revenue Authority (URA) at the airport, many passengers persist in attempting to smuggle merchandise through customs. However, the URA’s enforcement team has stepped up to the challenge, conducting a series of operations codenamed “Waterloo” to uncover various concealment techniques used by smugglers.

Utilizing profiling techniques and Non-Intrusive Inspection (NII) technology, the URA enforcement team has detected numerous instances of smartphones being concealed within seemingly innocent items such as phone accessories, clothing, flowers, shoes, electronic devices, and even motor vehicle spares.

In one notable case, a passenger appeared to comply with customs procedures, dressed conservatively in a sharia and declaring her merchandise. However, upon closer inspection by an enforcement officer, it was discovered that she had changed into leggings and a t-shirt, and her trolley contained more items than reported. Further investigation revealed 53 smartphones hidden within her clothing, including two carry-on bags and a bag of allegedly dirty clothes.

Another incident involved a man attempting to smuggle phones in his calf-length socks, leading to discomfort and suspicion due to his unusual gait. With the assistance of a friend, he narrowly avoided public embarrassment but was apprehended after 17 smartphones were found hidden in his socks.

The enforcement operations spared no one, regardless of age or status. Even an “investor” was subjected to a body search after exhibiting suspicious behavior. This search uncovered 14 smartphones cleverly concealed in his jacket and pants.

In total, 516 smartphones with an estimated value of USD 20,500 were seized during the operations, with further investigation and legal proceedings underway to address the offenses.

Upon verification, the seized smartphones included various models and conditions, ranging from new and refurbished to used devices. These included Samsung Galaxy, Aquos, iPhone, Kyocera, Vivo, Techno, and other brands, highlighting the diversity of the smuggled merchandise and the sophistication of the smuggling operations.
