Local Leaders Linked to Gulu Cigarette Smuggling Ring

(Gulu) – Security forces uncovered and seized 22 cartons of smuggled Supermatch cigarettes, equivalent to over 1,100 packets, hidden in a private residence in Aywee village, Gulu City in a high stakes operation on December 12, 2024. The smuggling operation, which relied on local collusion, has sparked calls for greater vigilance and accountability.

The raid followed a tip off from a reliable informant who alerted authorities to suspicious activity at a house owned by a man identified as Okene, an employee of a faith based bank in Kitgum.




A customs official praised the community for providing critical information but expressed frustration at the lack of support from local authorities. It was discovered that the area’s Local Council One (LC1) leader was involved in the smuggling scheme, further complicating the operation.




Initial investigations revealed that the smuggled cigarettes, marked “Made in Uganda for Export,” belonged to Okene’s sister, who was using his residence as temporary storage.

Challenges Faced During the Operation

The operation coincided with a visit by Gen. Salim Saleh to the Uganda Development Forum, a distraction exploited by the smugglers. Adding to the challenges, customs security officers were disarmed for the event, leaving them reliant on tactical expertise and community intelligence.

Upon arrival, officers found the house heavily secured with padlocks. Despite resistance from local authorities and police, they eventually secured access to the premises.

Following the operation, Okene admitted his involvement and sought the assistance of the LC1 chairman to facilitate the seizure. A local welder was hired to remove a window, allowing officers to recover the contraband.

Authorities highlighted the economic impact of smuggling, noting that it deprives the government of significant tax revenue, which affects public services and development projects.

The case has also raised concerns about corruption among local leaders, with calls for stricter oversight to prevent future incidents.
