Omoro District Leaders Face Arrest Over Poor PDM Disbursement

Many leaders in Omoro district are experiencing sleepless nights due to the poor performance of the PDM disbursement, which has taken the PDM secretariat and the government of Uganda by surprise. This underperformance is attributed to the perceived laziness of the sub-county chiefs and, more notably, the district leadership in Omoro, which is confirmed to be lagging behind the rest of the country.

Jovrine Kalisa Kyomukama, the Deputy National PDM Coordinator, caused panic in Omoro district during a heated meeting held last Thursday. The meeting, chaired by Kalisa, lasted from 5:00 PM until 10:00 PM.




Kalisa, who addressed the leaders sternly, criticized the Omoro district officials for their sluggishness in the disbursement process of funds to the people of Omoro. She began the meeting by taking a roll call of all town agents and parish chiefs, sub-county by sub-county, where several technical staff were conspicuously absent.




The district, which was previously represented by the late (RIP) Jacob Oulanya L’Okri, the former district speaker of parliament, is currently only at 16 percent in PDM disbursement, significantly behind other districts like Apac, which have achieved 100 percent. Kalisa admonished the officials, saying, “Why can’t you disburse? Stop sleeping in government offices and getting paid for nothing. You are paid for your work.”




Kalisa emphasized the urgency of the situation, stating, “Ladies and gentlemen, this is unacceptable. You are neglecting government programs. Do you not understand why you have not disbursed the PDM money yet?”

She further pointed out that even the parish chiefs and key district officials, including the Chairperson LCV, the RDC, and the District Commercial Officer, were displaying a lack of enthusiasm. She accused Omoro leaders of being lazy and attributed this to the delay in PDM disbursement.

Kalisa called for an end to excuses and vowed to follow up personally on Friday this week to assess the level of disbursement in Omoro.




On a related note, the Deputy CAO of Kole district was arrested on Kalisa’s orders. Kalisa highlighted that H.E the President of the Republic of Uganda launched this fund on February 26, 2022, and other districts have achieved 100 percent disbursement.

An anonymous source from Lalogi Town Council, Omoro district, expressed that Kalisa should arrest more than ten people in Omoro district for alleged abuse of office and suspected conspiracy, which is negatively impacting the local population.

Another resident, known only as Okello from Acet sub-county, Omoro district, suggested that certain technical staff should be promptly arrested and removed from their positions for their failure to manage PDM funds effectively, including those appointed and elected into various offices.




At the time of this publication, it is evident that many technical staff are deeply concerned that Kalisa may take drastic action, as the issue of PDM disbursement appears to be spiraling out of control.

  • It’s the community concerned that some of technical staff are not performing well, absentisim , so corrupt and there is lack of communication gap.
