Ex-Buikwe CAO Dunstan Balaba Takes Charge as OPM Permanent Secretary

Dunstan Balaba has officially taken up the position of Permanent Secretary (PS) at the Office of the Prime Minister (OPM) in Kampala. This announcement was made by the OPM on Monday during its weekly Technical Committee meeting, where Mr. Balaba received the responsibilities from the acting PS, Ms. Rose Alenga.

Mr. Dunstan Balaba, a seasoned civil servant with more than 32 years of experience, previously served as the Chief Administrative Officer for Buikwe District. His extensive career includes CAO roles in Mayuge, Tororo, and Kabale.




Prime Minister Robinah Nabbanja expressed a warm welcome to Mr. Balaba, who assumes the role left vacant by the late Keith Muhakanizi, the former Permanent Secretary who passed away in April 2023.




The OPM has faced challenges in the past, particularly with corruption scandals involving Permanent Secretaries. In June 2023, the Inspectorate of Government (IG) arrested six senior officials from the OPM, accusing them of abuse of office.
