On Thursday July 4th, 2024, Senior Commissioner of Police (SCP) Fred Enanga officially handed over his role as the Uganda Police Spokesperson to Assistant Commissioner of Police (ACP) Rusoke Kituma. The ceremony took place at the Police Headquarters in Naguru and was presided over by Senior Commissioner of Police Anna Tusiime, the Deputy Director of Human Resource Development (HRD).
The handover and takeover ceremony marked a major transition in the Uganda Police Force’s communications team. Fred Enanga, who served for 5 years as the Police Spokesperson, handed over his responsibilities to ACP Rusoke Kituma, who is now tasked with managing the Police’s public communications.
His Monday press conferences a staple diet were looked forward to by journalists from all major media houses in the country.

During the ceremony, SCP Anna Tusiime commended Fred Enanga for his dedicated service and highlighted his significant contributions to the Police Force. She expressed confidence that ACP Rusoke Kituma would continue to uphold the ‘high standards’ set by his predecessor.
Fred Enanga, in his farewell speech, expressed gratitude to his colleagues and the entire Police Force for their support during his tenure. He emphasized the importance of clear and accurate communication between the Police and the public, wishing ACP Rusoke Kituma success in his new role.
ACP Rusoke Kituma, in his acceptance speech, thanked Fred Enanga for his guidance and mentorship. He pledged to continue the efforts to ensure transparent and effective communication from the Police Force, reinforcing the trust between the Police and the public.
Enanga’s handover follows a recent reshuffle of top police officers by the new Inspector General of Police (IGP) Byabakama after a meeting with President Museveni at State House in Entebbe. Enanga is reportedly taking on a new role with Interpol Uganda.
