Gen Muhoozi Pledges to Combat Corruption and Resource Mismanagement in UPDF

Gen Muhoozi Kainerugaba, often referred to as “MK,” has officially taken the helm as the Chief of Defence Forces (CDF), promising to enhance soldiers’ welfare by tackling corruption and the mismanagement of resources within the Uganda People’s Defence Forces (UPDF).

The Handover/Takeover ceremony occurred at the Gulu 4 Division Headquarters, overseen by Gen Caleb Akandwanaho, popularly known as Salim Saleh, who serves as the Special Presidential Advisor on Defence and Security and Chief Coordinator of Operation Wealth Creation (OWC). Gen Saleh extended congratulations to both the incoming and outgoing CDFs for their service and emphasized the importance of maintaining good health while upholding the core tenets of “Musevenomics,” particularly ensuring security for societal and economic advancement.




Gen Muhoozi succeeds Gen Wilson Mbadi, who assumes the role of State Minister for Trade, becoming the 13th CDF in UPDF history. In his inaugural address, Gen Muhoozi reiterated his commitment to leading a professional, ethically sound force that addresses comprehensive national security concerns.




Previously serving as the Senior Presidential Advisor in charge of Special Operations, Gen Muhoozi brings a wealth of experience to his new position. He outlined his immediate priorities, including combating threats posed by groups like the ADF, addressing cattle rustling in Karamoja, and confronting cyber-terrorism.




Expressing gratitude to President Yoweri Kaguta Museveni, the Commander-in-Chief of UPDF, Gen Muhoozi acknowledged the President’s leadership in shaping UPDF into a respected institution integral to Uganda’s national identity. He stressed the importance of unity in supporting UPDF’s mission, emphasizing that while disagreements may arise, respect for and collaboration with the military are essential for national progress.

Gen Muhoozi commended his predecessor for fostering a modern, professional force and cautioned against complacency among soldiers. He emphasized that achieving the best standards in equipment, education, welfare, and accommodation hinges upon eradicating corruption and resource mismanagement.

Assuring soldiers of his commitment to their well-being, Gen Muhoozi urged continued vigilance in addressing non-military security challenges such as environmental and cyber threats. He called upon troops to uphold their role as defenders of African interests, particularly in safeguarding emerging technologies.




Former CDF Gen Wilson Mbadi congratulated Gen Muhoozi on his appointment and expressed gratitude for the opportunity to serve the country’s military. Reflecting on his tenure, Gen Mbadi highlighted ongoing challenges such as insufficient defence budget allocation and emphasized the need for vigilance and effective anti-corruption measures.

Despite external and internal challenges, Gen Mbadi noted that Uganda remains relatively calm and peaceful, thanks to UPDF’s efforts. He cited achievements including enhanced defence diplomacy, legal reforms, and infrastructure developments within the military.

During the handover, key documents guiding UPDF’s operations were transferred to Gen Muhoozi, symbolizing continuity in the military’s strategic direction. Among these documents were the Uganda Constitution, UPDF Act 2005, and various policy statements.




Gen Muhoozi’s appointment as CDF follows a lineage of distinguished leaders within UPDF, including Gen David Rubakuba Muhoozi, Gen Edward Katumba Wamala, and others. The ceremony was attended by high-ranking officials, including the Permanent Secretary of the Ministry of Defence and Veterans Affairs, UPDF commanders, and invited dignitaries.
