IG Appeals to Parliament for 49 Billion Shillings to Complete New Tower

Members of the Parliament of Uganda on the committee of Legal and Parliamentary Affairs recently visited the construction site of the new head office for the Inspectorate of Government (IG).

(Kampala) – The Inspectorate of Government (IG) has formally requested Parliament to allocate 49 billion shillings needed to complete its new tower in Kampala. Dr. Patricia Achan Okiria, the Deputy Inspector General of Government (IGG), emphasized that this project is a vital investment in the inspectorate’s ability to serve the public and enhance accountability within various institutions.

During a guided tour on September 24, 2024, the Deputy IGG addressed the legal and parliamentary affairs committee, led by Fox Odoi, regarding the construction of the 14 floor building located on Yusuf Lule Road. She noted that the current facilities have faced considerable strain over the years, making the new structure essential for improving operational efficiency and effectiveness.




Okiria reported that the project is currently less than 70% complete and has encountered delays partly due to the COVID-19 pandemic. The estimated cost of the project has increased from about Sh97 billion to Sh107 billion, with the Deputy IGG explaining that this revision stems from delays, penalties, and the need for extensions.




Rose Nakawungu Kafeero, the IG permanent secretary, elaborated on the issues faced during construction. Initially contracted to Roko Construction Company, the project was handed over to SMS Construction Limited when Roko experienced cash flow difficulties. She mentioned that the construction began in July 2019, but the physical progress has lagged behind expectations, standing at 65% completion as of August 2024, compared to a planned 79%.




The current funding status indicates that a total of Sh66.7 billion has been released and spent on the project, leaving an unrealized balance of Sh49 billion. Nakawungu pointed out that the IG has faced challenges with rented accommodations, including high rental costs that increase by 10% annually, inadequate space, and security concerns at the current office location.

Despite these challenges, Okiria remained optimistic about the project’s progress. She asserted that the team has adhered to the timelines and budget set for the project, highlighting effective collaboration with contractors. The new building is designed to prioritize sustainability, featuring environmentally-friendly technologies that align with the inspectorate’s commitment to responsible governance.

Odoi, representing House committee chairperson Stephen Mugabi Baka, assured the IG of the committee’s support for the project. He described the construction of the new headquarters as a monumental undertaking that underscores the government’s dedication to strengthening institutions that promote transparency, integrity, and accountability in public service.
