Leadership Conflicts Hinder Service Quality in Ugandan Districts

Political leaders in several Ugandan districts are struggling to provide effective services due to ongoing conflicts among themselves. John Byamukama Kisoke, the chairperson of Kyegegwa District, mentioned that disagreements and the formation of cliques are among the primary reasons behind the challenges in service delivery across many districts. These conflicts have even resulted in some district councils failing to approve budgets.

Mr. Byamukama made these observations while speaking to local government leaders during a two-day learning visit by the Lamwo District Council team to Kyegegwa District last Friday. He urged district councillors to set aside their disputes and concentrate on delivering services. He emphasized that unnecessary conflicts have led to reduced revenue collection and hindered development efforts.




Kyegegwa District stands out as an exception, as it has managed to maintain harmony among its council members, which has allowed them to focus on their shared goal of service delivery. Mr. Byamukama highlighted that such unity has prevented issues like budget approval refusals seen in other districts. In Kyegegwa, their planning efforts prioritize the welfare of the people, concentrating on delivering high-quality services. The district’s vision is to become a model district among rural districts in Uganda.
