Obongi, Uganda – The National Director of the Development Response to Displacement Impact Project (DRDIP) in the Office of the Prime Minister, Dr. LimLim Robert, expressed disappointment and shock about the widespread corruption in Obongi district. Dr. LimLim addressed leaders and citizens at the district council hall in Obongi on Wednesday after accompanying the Acting Inspector General of Government (Ag. IGG) on supervision and monitoring of the DRDIP projects in Obongi district.
Dr. LimLim revealed his shock at the findings of DRDIP’s performance in the district, emphasizing that the high level of corruption and poor performance reflects bad political and technical leadership. He directly told the Obongi Chief Administrative Officer (CAO), Leru Andrew, that he is not fit to hold the position due to the mess in the district.
During the citizens’ grievances session, many locals requested the IGG and DRDIP director to arrest all corrupt officials in the district.
In a separate development, officials from Gulu University mysteriously disappeared from the IGG’s meeting in Obongi after revelations of their involvement in ghost projects.
On the same Wednesday when Ag. IGG Dr. Patricia Achan Okiria visited Obongi district, she expressed disgust about the ghost projects under DRDIP. These projects included 11 fish ponds valued at over 653 million shillings, toilets, and a garbage dumping place at Obongi town market.
During a visit to Obongi market, Gulu University officials mysteriously disappeared from the scene when CAO Leru Andrew failed to justify the reasons for the failure to construct the garbage dumping place. The chairperson of the Obongi market management committee, Hajji Sebi, declared CAO a liar, stating that they had provided Gulu University with over 44 million shillings in February of the current year, which constituted 100% of the funds for the project. However, Gulu University had failed to deliver the project to date.
At this point, the Gulu University officials made a dramatic exit from the scene.
