Kabale District Council Rejects New Member of Service Committee Over CV Irregularities

Kabale District Council, on 28th May 2024, rejected Serina Kajimba as a new member of the district service commission due to forgeries and contradicting statements in her CV.

This decision was disclosed during the approval of the 2024/25 financial year budget amounting to ugx49 Billion at the district Rukiko Hall. Hon Richard Mporera, the chairperson of finance, works, and administration, who represents the Elderly at the District, presented the committee’s findings, which recommended the rejection of Kajimba’s appointment for the following reasons:




Mporera cited the Local Government Act Chapter 56 subsection 1(A), which states that a person shall not be appointed as a member of the district service commission unless that person is (A) of high moral character and integrity.




Furthermore, Mporera noted:




(A) There was no CV submitted in the second submission, unlike in the first, raising doubts about the consistency of the candidate’s identity.

(B) The name “Kajimba” was found to have transferred services from Kabale on 29th April 2019 and subsequently appeared in the Rubanda District Service Commission under Minute Number RDSC14/22 to prepare for retirement for terminal benefits with effect from 4th April 2022.

(C) Kajimba’s CV stated that she retired from Kyanamira Primary School in 2004, yet she claimed retirement from Rubanda in the same year, raising suspicion about the accuracy of the information provided.




Mporera also pointed out discrepancies in the LC1 Letter recommending Kajimba, which was dated 12th Feb 2024 but bore a stamp from a recent date, suggesting possible manipulation.

The district speaker, Flavia Nyinakiiza Kanagizi, remarked on the contradicting statements and suspected forgery in Kajimba’s CV.

Additionally, some councilors, who wished to remain anonymous, expressed concerns that Kajimba’s rejection might be linked to her Catholic faith. They suggested that religious politics could influence decisions at the district level.
