Kisoro CAO Orders Police Probe into District Service Commission Corruption Allegations

Kisoro, Uganda –  The Chief Administrative Officer (CAO) of Kisoro District, John Nyakahuma, has formally requested the District Police Commander (DPC), Ben Niwamanya Kashumbusa, to investigate serious allegations of corruption within the District Service Commission. The investigation is specifically focused on the commission’s secretary, Fransisca Rwakare.

In a letter dated July 2, 2025, and copied to the Resident District Commissioner (RDC), the District Chairperson, the Officer in Charge of Criminal Investigations, and all media houses, CAO Nyakahuma explicitly stated that the Service Commission must be investigated over these corruption claims.




This significant development follows a resolution passed during the Kisoro District Council meeting held on May 29, 2025, where the council overwhelmingly approved a motion to suspend Rwakare.




The motion to suspend Rwakare and initiate a formal investigation into her office was introduced by Kazimil Wilson, Councillor for Chahi Sub County.




It was seconded by Agaba James, Councillor for Southern Division, and Juliet Kamusiime, representing Nyanamo Town Council and Bukimbiri Subcounty.

During the council session, CAO Nyakahuma publicly expressed his commitment to enforcing the council’s resolutions, emphasizing that any actions taken would strictly adhere to legal procedures.

In his follow-up letter to the DPC, Nyakahuma instructed the DPC to apprehend any individuals implicated in the ongoing investigations.




He also affirmed the readiness of the CAO’s office to take disciplinary action against any public officer found culpable as a result of the probe.
