The financial affairs of Uganda’s parliament have once again come under scrutiny in a recent revelation stemming from leaked documents. The documents shed light on the expenditure and financial transactions within the parliamentary framework, raising questions about the transparency and accountability of the institution.




One notable discovery from these leaked documents involves Ibrahim Ssemujju Nganda, the Member of Parliament representing Kiira Municipality. On the 3rd of May 2023, Ssemujju purportedly received payments for two per diems, totaling 27 million and 18.9 million Ugandan shillings respectively. The peculiarity arises from the fact that he was reported to be simultaneously in Dubai and Algeria, supposedly attending two separate workshops on the same day.




The disclosed documents indicate that Honorable Ssemujju has allocated a substantial portion of funds towards travel expenses, totaling approximately 374 million Ugandan Shillings. It’s noteworthy to mention that Ssemujju is identified as an opposition Member of Parliament.

The revelation has sparked considerable controversy and prompted inquiries into the validity of Ssemujju’s claims. Questions have been raised regarding the plausibility of attending workshops in geographically distant locations within the same timeframe.
