Lira DPC SP Abel Ruganza Moves to Agago, SSP Ampaire Brian Takes Charge

In a telephone interview on Tuesday evening, SP Abel Ruganza confirmed that he has completed his handover reports and is now awaiting the transition to the new DPC, SSP Ampaire Brian.

Ruganza mentioned that he has spent less than six months in Lira City and will be moving to Agago district.




Earlier on Tuesday morning, a group of Boda Boda riders led by Hon. Awor Sarah Angweri, a workers’ representative in Lira City Council, protested at the RCC’s office demanding that DPC Ruganza remain in Lira City.




SP Abel Ruganza informed our reporter that crime rates had decreased during his short tenure in Lira City.




However, Lira City RCC Lawrence Emmy Egole, addressing the gathered Boda Boda riders in front of his office, urged them to formalize their grievances in writing.

The issue arose from the transfer of DPC SP Abel Ruganza to Agago district, with SSP Ampaire Brian slated to replace him.

According to RCC Lawrence Egole, decisions on the transfer of DPCs or RDCs lie solely with the appointing authority. He emphasized that such transfers are routine for civil servants.




Egole commended the disciplined and peaceful conduct of the Lira City Boda Boda riders but expressed concern over their challenges, particularly regarding loans for motorcycles and repayment conditions.

“As the head of security in Lira City, I urge you to document your issues through your leadership channels. This formal approach will ensure proper consideration and resolution,” Egole stated.

He pledged to convene a comprehensive meeting with all Boda Boda riders to address their grievances regarding security concerns, including alleged mistreatment during loan recovery processes and initial motorcycle acquisitions.
