Sticker Plan for Taxis Stalls Amidst Resistance from Influential Owners

Efforts by the Uganda Taxi Operators Federation (UTOF) to streamline the taxi sector have hit a snag, weeks after leaders, led by Rashid Ssekindi, announced plans to register all commuter taxis across the country. The initiative aimed to assign stickers to each taxi showing their routes—like Kampala, Masaka, Gulu, Entebbe, and Wakiso—making it easier for travelers to identify taxis based on their destinations.

However, the program has stalled due to opposition from powerful individuals who own large numbers of taxis. Some of these influential owners reportedly disagree with the initiative, and resistance has also been seen in previous government attempts like the Express Penalty System, which many drivers rejected, rendering it ineffective.




Sources reveal that Finance Minister Matia Kasaija owns over 500 drone taxis operating in Fort Portal, Mubende, Bunyoro, and other parts of Uganda. It is said he reinvests profits from his hotels in Fort Portal back into the transport business.




Another notable figure is the Inspector General of Government, Beti Kamya believed to own over 200 taxis operating in the city center. Kamya reportedly comes from a wealthy background and allegedly invested heavily in taxis following a political deal during her switch from opposition.




Rebecca Kadaga, a prominent Busoga politician, reportedly owns over 100 taxis operating in the region. Sources say she donated them to youth groups to help fight unemployment.

Minister Fred Byamukama is linked to the Fly Express Taxis Association Ltd, which operates around Nasser Road and Entebbe. Byamukama, also a successful farmer, has been vocal against UTOF’s leadership.

Guard Mugisha (500+ taxis on Masaka and Bombo roads),
Kavuma Ronny (UJAMBO taxis in Bwaise, Kawempe),
Zirabamuzale, a police commissioner (200+ taxis on major routes),
Tycoon Kabata (150+ taxis operating around Kibuye),
Teacher Matovu aka Musomesa (taxis on Entebbe Road),
Maj. Ddamulira, who owns many taxis, especially in Kampala.
