Minister Amongi Responds to Court Order, Offers Path for Re-Gazetting Lango’s Paramount Chief

LIRA, Uganda – The response of Hon. Minister Betty Amongi to Court Order 13, issued by Justice Phillip Odoki, has ignited hope within the Lango Cultural Institution’s top leadership.

In a letter dated November 5, 2024, Minister Amongi outlined specific conditions that must be met by Yosam Odur Ebii’s legal team before she can enforce the court order reinstating him as the Won Nyaci (Paramount Chief) of Lango.

Amongi’s letter, addressed to Harimwomugasho Francis and copied to President Yoweri Museveni, Chief Justice Alfonse Owiny-Dollo, and other top government officials, stipulates the following conditions:

  1. Evidence of Reinstated Title: Ebii must provide evidence that he has regained his title as Won Nyaci in compliance with Section 5 of the Institutional or Cultural Leaders Act of 2011.
  2. Confirmation of Institutional Authority: Ebii must specify the institution through which he regained his authority, ensuring compliance with Section 7 of the Act. The Minister will consult with the Attorney General to verify this information.

Minister Amongi emphasized that Yosam Odur Ebii is currently considered an elder within the community and that there are no records indicating his current status as Won Nyaci.

The Lango Cultural Institution is scheduled to appear in Lira High Court on November 8, 2024, to address the ongoing legal proceedings.
