Museveni’s Brother Calls Out Corruption in Government

Shadrach Nzeire Kaguta, the chairperson of the Revolutionary Guard and President Yoweri Museveni’s brother, highlighted the detrimental impact of arrogance, corruption, and impunity on public service delivery in a stern warning to public servants in the Bunyoro region.

Addressing leaders in Hoima City during the launch of the Hoima City LC1 chairpersons farmer’s SACCO at Glory Summit, Nzeire emphasized that these unethical practices are not only hindering service delivery but are also undermining the National Resistance Movement (NRM) party.




Nzeire expressed concern over the bureaucracies within public offices, causing local communities to struggle to access essential services. He attributed this problem to the increasing corruption among public servants, leading to the mismanagement of government projects. Some officers, he noted, deliberately fail projects that do not benefit them personally, leaving the common person to suffer.




Highlighting the severity of the issue, Nzeire mentioned the formation of revolutionary guard groups by NRM supporters who are determined to fight against these vices. He asserted that such actions are necessary to supplement the government’s efforts in addressing the challenges that tarnish the image of the ruling NRM government.




Addressing the difficulties faced by citizens, Nzeire questioned the efficacy of current systems, citing the prolonged process of making appointments with key officials. He stressed the importance of speaking out against non-performing public officeholders, emphasizing that all Ugandans, regardless of political affiliation, deserve efficient services.

Commending the LCI chairpersons for organizing, Nzeire urged them to leverage government projects such as Emyooga, the Parish Development Model, and funds from the Microfinance Support Centre to enhance the SACCO’s financial capacity. He envisioned that a financially empowered SACCO would enable its members to engage in productive activities, particularly in the oil and gas sector.

The chairperson of the SACCO, Muhammad Kiyimba, with over 100 members, reported saving over sh40m. While engaged in various agricultural activities, Kiyimba called for increased financial support, higher monthly allowances, and mechanization assistance from the government.




Dr. Lawrence Bategeka, the former Hoima Municipality Member of Parliament, urged the government to consider exempting private schools in upcountry areas from paying income taxes, acknowledging the financial challenges they face.
